This rule is overdue. There is one company, with the same ownership as one of the credit reporting agencies, which is especially abusive. I am very careful about not signing up for things on line, but I somehow clicked the wrong place and was being billed $15 per month for a service I did not need or want. My research showed that this company had been fined several times by your agency, but they continue thier abuses. It takes a phone call and a bit of persistence to get them to cancel the service, but your new rule should greatly reduce the incidence of people being billed for a service they do not want.
